At first glance, I wondered why Dante would put two opposite ideals in one circle. Then I realized, he put them there so they could torment each other. The hoarders do not waste and the wasters do not hoard.

I can see what kind of torment this must be. The Hoarders trying to move the rocks and get the glory of succeeding for themselves, and the Wasters having to waste their strength to a pointless task for all eternity.

To what Trevor said, the weight is a perfect example of how it symbolizes the sins they have made. The sins they made were being greedy or wasteful. The weight is coming down on them to show all the sins they've done in the past by being greedy and keeping things to themselves or being wasteful when you shouldn't. And now the weight is coming down on them to remind them of how much torture they did to themselves. They literally carry boulders, and they again represent the sin they have to deal with eternally.
